Yes. Jam-Pod for Android plays local files and downloaded podcast episodes fully offline — there's no streaming service involved.
FLAC, WAV, AIFF, M4A, and MP3 — up to 24-bit / 192kHz, played natively with no re-encoding.
Yes — Jam-Pod for iPhone has a different interface (a small joystick control instead of the wheel, due to Apple's App Store rules) and also streams Apple Music, but plays your local library the same way underneath.
